The Department of Veterans Affairs has started conducting market research on potential contractors to provide support services for the modernization of its financial management and acquisition system, an initiative under the Financial Management Business Transformation, or FMBT, program.
Scope of FMBT Technology Product Management Contract
According to the request for information notice posted on SAM.gov Monday, the contractor will facilitate the VA’s migration from its current financial management and acquisition system to the cloud-based Integrated Financial and Acquisition Management System, or iFAMS. The project will utilize the COTS Momentum Enterprise Suite to migrate new capabilities to specific segments of the VA organization. These capabilities will be introduced incrementally or by “waves.” Each wave will determine the organization, funds, Momentum functionality, business intelligence, data, legacy systems and reports.
The contractor will support the development, configuration and deployment of each wave of the iFAMS migration process. It will also provide project management, hosting environment, managed services, implementation and transition support for each wave while delivering operations and maintenance support to the VA Financial Services Center for previously implemented waves.
The FMBT program is intended to address compliance and audit issues associated with the fragmented and outdated financial system. The initiative was established through an Office of Management and Budget directive, which aims to foster the sharing of systems for financial system modernization among federal agencies.
The potential contract is expected to run for 12 months, with options for an additional five 12-month periods. The selected contractor will be performing the majority of the work in Washington, DC. Interested vendors have until July 8 to submit their responses.
